I go to Wise Sons fairly often (their sandwiches are delicious). Anyway, I think you'll find another one if you're on that side of the building. In fact, you can just see it in the first shot where someone spotted it. The farthest left set of windows also have the same thing.

The fact that it is some kind of vent was actually my thought as well.
I suppose it could be a mechanical floor, and those are indeed vents. It is also very possible that when it is all built out they will be less noticeable than they are today. However, the 'missing' window on the second floor of the curtainwall section (third window section from left on West side) looks a lot more like a vent to me. Also, the #19 at Wise Sons is amazing, I just wish I didn't have to spend almost $20 for a sandwich.

Seems to me I've eaten at Wise Sons in Hayes Valley and found it, like all "delifood" on the west coast, a pale immitation of the real thing I grew up with back east (now I'm drooling thinking of 2nd Ave Deli, Katz's or even the Carnegie Deli). There is just an endemic fear of fat out here and meats like corned beef and pastrami have no flavor without a quota of fat.

That said, I wouldn't be sure about any of these mssing panels or supposed mistakes. They are all things subject to "correction" or alteration in the final phase of construction.

So I was walking past this project today and I happened upon 2 supervisors standing on the sidewalk looking up and talking. So I asked them about the projecting panels and they said they are, indeed, a mistake. There are 4 of them in total and they are reversed (actually it's not the projecting ones but the ones below on the first row that are reversed)--that will be corrected. Doing so was what, in fact, they had been talking about.

Mystery solved.

View from the Fox Plaza. I had not expected to see this building from my apartment so was surprised to see it today. Photo taken with a telephoto lens. I just got back this week from a visit to Belin since the wall was taken down - an interesting city!
