I completely disagree with this comment - in reference to "climate". Very different across the country (even just the prairies), not just Vancouver.
However - I agree with your other comments.
Winnipeg should be more aggressive in attracting new business - that's where it would start. The new (awesome) CHRM, downtown/exchange condos, and growing existing businesses like (my favourite Telco) MTS will definitely help.
I think there's really a barrier between the young and old Winnipegers though...the younger population do love the place, and want to see it become more.
