The third drill rig is down in the hole, to the right of the picture. The other two look to be finishing the piling or are just sitting there because they're finished.
It's amazing how quickly work gets done when it's a private project.
Let's not forget that there is a significant amount of public dollars involved in this project - dollars that were seemingly required in order for it to be viable to start in the first place.

They were drilling core samples for foundation work. Same sort of hollow stem drill rig used when doing samples for mining.
