Excavating the South Saskatchewan River in 1972 out of what had been a nuisance ground on the bald prairie was a billion dollar plus investment that took an incredible amount of ambition and foresight. I would personally rank it higher, but to each their own.

You'll appreciate the bypass in 30 years when it's finally needed but needs major repairs.

How is the bypass a success?

Traffic volume is now higher on Victoria Avenue than before it opened.

What private investment has it attracted?

It cost $1.2 billion in capital spending.

For that we could have gotten an LRT from Vic Square through downtown to Northgate

AND

built an interchange at Pasqua/9th Avenue

It's the single most wasteful thing we've ever done in this province and private industry didn't respond with any investment.

There are certainly big questions about the Bypass, but it may be to early to judge it a complete failure. The Province committed to Loblaw and CPR to build at least the SW leg. It likely has attracted some of the other businesses to Regina including the giant Cargill crush plant and potentially the Red Leaf Pulp mill.
