Part of that is by design. With a shrinking population and many largely abandoned neighborhoods (some with just 10% occupancy), the city did things like cut electrical power/streetlights and services to areas to 'encourage' the remaining residents to relocate. And then demoed all the structures/razed whole neighborhoods.
