City Pass: San Antonio

Why doesn't San Antonio have a City Pass? I think it is the only city Texas right now that can support one. SeaWorld, Fiesta Texas, Schlitterbahn, and all of those musuems. There are cities on there that have as many attractions as SA, but they have a CityPass.
