"Inactive" is a common status for site plans. They typically go back and forth among "In Review", "Waiting for an Update" and "Inactive". The fact that there have been no updates for a few months is more troubling.
One status you don't want to see is "Expired". The site plans for the Symphony Square tower and the 14th & Guadalupe tower are expired.

Didn't the developer say they were moving forward with this one and Tower 5C this past summer - despite the pandemic?!?

They stated that last May in an ABJ article about both this project and Tower 5C. But there have been no updates to the site plan since July which is unusual.

The article mentions BBVA USA is HQed in Houston but that’s wrong. BBVA USA is HQed in Birmingham, AL.

It shouldn't. BBVA is not developing this tower.

No. To my knowledge BBVA is not providing the construction facility. Ryan is securing that elsewhere.

Regarding the office space, I believe they (BBVA) provided a LOI for one of six floors of office.

BBVA's only known involvement was that they were going to take some portion of the five office levels.

I agree. Because of that, I was really hoping that they were also helping with financing. But if they were, it was never made public.
