quick question...

with site being dead for so long and materials being left out to the elements, has the structural integrity of the exposed rebar on the concrete columns been jeopardized?

I'm not sure about that. The last city violation notice mentioned a structurally deficient slab on the building. There's no way to know whether it is due to the elements or to construction halting however, without more info.

There will be a problem with water infiltration at the point that the rebar projects from the concrete. Freeze-thaw cycles will certainly be an issue at some point. Also, the surface rust on the bar will have to be removed before any future concrete could be poured. At the moment I would guess the bar hasn’t degraded enough but with the climate of Chicago I would count on an engineer not signing off on his work in the future if we see this drag out.

I wonder if this being canceled could actually help the Spire, since they were both mostly residential.

I doubt it, because Waterview is/was in a much lower price range than the Spire.

So, um, with a Third World-y half-finished tower right on the Chicago River, what's going to happen with this? Are they going to sell the half-finished building and architectural plans to somebody else? I mean, just roofing it, cladding it, and making it a usable building now is preferable to letting it rot because there's no money to finance the Grand Vision.

One thing they have been doing is keeping the inspectors happy - there were crews onsite all last week they were "fixing safety stuff"

It isn't half finished; unfortunately, it's less a one-third finished.

^^^ As far as total work goes, its probably about half way, about a quarter to a third of the work in the building (especially this one with its many underground levels) is below grade...

So what is the crane doing? Is it lifting steel up or are they just making sure its still working properly? It would be an awesome Christmas present to see this tower start to rise again!

Not going to happen. I spoke with one of Teng's insurance guys last week and they are actively looking for a buyer for the project.
