Wheel of misfortune: New York Wheel project now “indefinitely delayed”

The developer claimed in court filings that Mammoet, the Netherlands-based company whose team helped build the London Eye, failed “to meet multiple design and construction deadlines,” the Staten Island Advance reported. New York Wheel says Mammoet’s delays has caused them $16 million in damages and $20 million in lost profits because of the delays. It has withdrawn its request for injunctive relief from the court and a demand that Mammoet be required to keep working on the project. New York Wheel is now looking for other contractors to complete the project.

Work on the Ferris wheel ground to a halt in May after Mammoet walked off the St. George job site, stating that the soil could not support the project’s giant legs.

The firing is yet another major blow to the $600 million project, whose investors include CEO and former Bear Stearns executive Rich Marin, Eric Kaufman, Meir Laufer, Jay Anderson, Lloyd Goldman and Joseph Nakash. They settled a legal dispute over their equity stakes in December.
A spokesperson for New York Wheel said that terminating the agreement with Mammoet means high costs and “court assistance” will be needed for the project’s completion.

Due to the inability of Mammoet-Starneth LLC ('Mammoet'), the design build team for the Wheel, to meet multiple design and construction deadlines, the developer has come to the conclusion that the best path forward for this project is to seek other means to take on the remaining aspects of that 'turnkey' arrangement," she said.

"Accordingly, the developer has terminated Mammoet and withdrawn its request for injunctive relief from the court, which sought to require Mammoet to continue working on this project," Nicholas added.

NY Wheel in active discussions with new potential contractors

While she couldn't say when American Bridge Company is expected to sign a contract or begin work, she noted the Wheel will soon be announcing a new target date for the project's completion.

"Work on the terminal building continues. The New York Wheel expects to announce a new completion date in the near future," said Nicholas.

When former Mayor Michael R. Bloomberg first announced plans for the wheel in 2013, it was scheduled to be completed by late 2015. The contract between the developers and the original builders, a group known as Mammoet-Starneth, stated a completion date of May of this year.

The wheel, known in the tourism industry as an observation wheel, would dwarf all others, including the London Eye, and would hold as many as 1,440 passengers at a time. A taller wheel is under construction in Dubai and that project has moved along more swiftly.

New York City tourism officials had been telling travel promoters around the world that the wheel was on course to open by late 2018 or early 2019. But completion of the wheel may be father out.

Cristyne Nicholas, a spokeswoman for New York Wheel, said in a statement that the developers expected to announce a new completion date soon. Ms. Nicholas said that the developers were in “advanced negotiations with American Bridge Company” to take over and complete the wheel. She said that the transition would involve removing cranes from the site and replacing them with other equipment.

...Fred Dixon, the chief executive of the city’s tourism promotion agency, NYC & Company, mentioned the wheel during a presentation Monday about the “new New York” in São Paulo, Brazil. He said he had heard about the switch of construction teams on the project but would continue promoting the wheel as a future attraction until he had reason to doubt that it would be completed.

“We haven’t changed our tack at all,” Mr. Dixon said. “We’re fully expecting it to open.”

But he added that he considered the wheel less critical than the outlet mall in bringing more tourists to Staten Island. “As long as the outlets open next year,” that effort should pay off, Mr. Dixon said. “That’s the thing that the international market is most interested in because shopping is the No. 1 activity of visitors to New York City.”

?? I don't think that is true. Hyperbole much?

Now, as for this Wheel. Hmm, it's a total waste of money. Who the hell is going to want to climb up there for a view of Manhattan from 1000 miles away. No thanks, not me. Now, the mall is probably going to attract the usual assortment of people and will do well, the Wheel could end up being a bit of a joke. If it were me, I'd have built it on Governors Island or on the Industrial lands of Brooklyn (around Red Hook area). Those would have had better views of the skyline of NYC and would be more accessible by subway for your average tourist.

If this were being built primarily for views of the Manhattan skyline, it wouldn't be built where it is. Manhattan doesn't need another observation deck, it's has a few already, with two new decks under construction as we speak. But I don't need to sell you on the idea of this wheel. If you don't want to visit, don't. There will be more than enough who will. You'll find other activities to suit you.

Before Mammoet-Starneth was fired, the city Buildings Department uncovered an issue with some of the welds on Wheel legs, which arrived at Brooklyn Marine terminal last fall.

The city Buildings Department said the problem uncovered by a special Buildings Department inspector, was "minor."

The issue involved less than 10 welds, of which the largest was a few inches long, according to the Buildings Department. The legs consist of thousands of welds.

According to the Buildings Department, the agency has not received an engineer's report certifying that the welds in the legs have been fixed.

"Keep in mind that all welds in any construction project are fully inspected as required by the New York City Buildings Department. As is the normal course following these inspections, minor remediation to a component is not atypical in this sort of construction project and construction is proceeding," said Nicholas.

i wouldn’t be so quick to say its happening. i was over there a week ago and nothing was going on. that was just a quick look around on one day, but still. good news is the outlet mall and the rest are going full steam and making very steady progress. we’ll see when the wheel gets spinning again.
