Provision be APPROVED.

1. The Application
This application contains two components.
The first component, Bylaw 17177, proposes to amend the Oliver Area Redevelopment
Plan (ARP) to allow a high rise mixed-use development east of 124 Street NW and south
of 102 Street NW, within the Sub Area 1 of the Oliver ARP.
The second component, Bylaw 17178, proposes to rezone the subject site from (CB1)
Low Intensity Business Zone to (DC1) Direct Development Control Provision to allow
for the dismantling and reassembling of the north, south, and west façades of the historic
Buena Vista building, and the development of an 85 metre or a maximum of 26 storey
apartment high building with commercial/retail uses at street level. The proposed
building will contain a maximum of 240 units with 4 levels of underground parking
containing approximately 229 vehicular parking stalls. The proposed development also
includes:
• a design that conserves and reassembles the original 1912 design Buena Vista
building facades;
• a commitment to maintain the three historic facades;
• a commitment to conserve the historic painted commercial sign on the south
façade of the Buena Vista building;
• a quasi-public front courtyard located along 124 Street; and
• roof top patios and outdoor amenity spaces for the residents.
The original proposal received by Sustainable Development included a complete
application to designate the Buena Vista building/facades as a Historic Resource.
However, after assessing the time required to complete the Historic Resource Designation
application with their construction timeline, and given that the proposed development
does not require compensation/funding from the City’s Heritage Reserve Fund, the
applicant has decided to withdraw the application. The three historic facades, will instead
be conserved through the (DC1) Direct Development Control Provision and a
maintenance agreement. All costs associated with the conservation, including the cost of
dismantling and reassembly of the three historic facades, will be borne by
owner/developer.
JUSTIFICATION
Sustainable Development recommends that Bylaw 17177 to amend the Oliver Neighbourhood
Redevelopment Plan and that Bylaw 17178 to amend the Zoning Bylaw from (CB1) Low
Intensity Residential Zone to (DC1) Direct Development Control Provision Zone be
APPROVED on the basis that the proposed development:
- allows for the conservation of three facades of the historic Buena Vista buildings;
- is in accordance with The Way We Grow and the Oliver ARP;
- provides an efficient use of existing infrastructure;
- allows for the intensification along a pedestrian oriented commercial corridor and a
Transit Avenue; and
- meets all technical requirements of Civic Departments and utility agencies.
