What are the legal differences between an incorporated town vs a city? Maybe CBS and Paradise consider it too much burden vs what they'll gain.

It's all highly political, and no government has the intestinal fortitude to tackle it.
There should be a regional municipality similar to HRM in Halifax. Economies of scale, and one municipal government with representation for all areas.
At the very least a county system! Too long have all these municipalities functioned without regard to the betterment of the whole.
Mount Pearl only has city status because of a high profile cabinet minister
over 30 years ago. It's almost entirely surrounded by St. John's, and no discernible border between them.
What would make sense? St. John's and Mount Pearl combining?
CBS and Paradise? One Municipality, or all in a county?
QC, ON, NB, NS, and PEI have the county system in Canada.
The 2021 Census population for the Northeast Avalon was 210,145.
For prospective corporations considering setting up here, that figure looks a lot more attractive than the 113,948 figure for St. John's (2017)
