One of my initial responses to the Proper design is that it reminded me of the way the layers of limestone appear in the creeks and canyons of the hill country. It's especially reminiscent of a large art installation I helped install for the Waller Creek Conservancy's display for SXSW [edu? I don't remember which specific SXSW event, but it was at Palmer Auditorium.) The piece was designed to mimic the limestone layers.

I don't believe so. A couple years ago (at least) the narrative was that it would be too expensive to move/replace it. That may change at some point, but the current plan is to put an "art wall" around the eye sore.

The city is in the process of completely doing away with the substation. However, it will be many years before it is completely gone.

The reduction in size of the substation was to free up land for the New Central Library and has been completed for some time. The Emerging Project information is out of date.

On the Central Library daily photos page, you can see that they are currently reducing the size of the substation. Most of the reduction is coming from removal of asphalt to tighten up the site.

All of the work on the periphery of the substation is in preparation for the screenwall. They have begun installing foundations, but have encountered a lot of poor quality and contaminated soils and they are having to excavate more than expected.

Yes that's been in the news lately, but bringing the wall closer to the substation is still how they're reducing the size.

I have a very difficult time believing that they would change the building details that much. Whoever designed that building obviously designed it to make a statement, and to me, it is quite a statement, indeed! This building lives, breathes, and screams out Austin, at its very best. I don't think that we will be disappointed.
