For those that don't know, the kid that was shot "nine times" has been released from hospital and is in police custody.

This building is the gift that keeps on giving to the Manitoba building trades.

There is currently a tender out for "Loose Concrete Removal From Underside of Winnipeg Police Service Headquarters Level 1 Floor Slab - 245 Smith Street"

I guess loose concrete is falling from under the main floor and hitting the Division 1 Cruisers and the Swat Tank in the underground garage.

Would be interesting to know the details of what going on there. Is the floor going to collapse on day? Or is this some type of patching falling off.

Now that that city is on Merx for its tenders its harder to find out what is going on as you need a subscription to access some of the tenders. Up until a few months ago all the documents were on the city web site for everybody to see.

I have a merx account but I won't download it if I am not interested. The problem with merx is that it lists everyone who has downloaded publicly, so that suppliers and subcontractors can start calling names on the list trying to make sales (depending on the type of work). I am not interested in this type of work.

I can see how it sucks for the public. I would frequently look at plans out of general interest before, but now I am cautious. But it is nice that we don't have to go be at an office downtown at exactly noon to drop off tenders. It's all online now.

Now there is tender out on MERX for pipe hanger repairs/water hammer migration.

The repairs never seem to end on this "new building"

Some of the new bollards and sidewalk have also been ripped up on Garry. fuck.

All of the overages should come out of future WPS budgets.

And I see in the news today there is another lawsuit from this project. This time a subcontractor suing the general contractor (Caspan).

I've had similar situations where we needed to complete work, engineering work, to get stuff done.and our client, the constructor, will only pay if they get paid. And it's in their hands to negotiate with the city for example. Sometimes we go ahead, sometimes not. And when not, they threaten you with delay costs.

In this case it looks like money was available but the GC formed a paper company to do the demo and charged the city more than the actual sub contractor did, so the sub is going for some of the money that "was not there"

The City is reporting $500,000 annual losses on the tower portion of the complex, which sits mostly empty.

I find it hard to believe that an organization as large as the City of Winnipeg, which occupies all kinds of leased space, couldn't find some kind of internal use for the tower. I get the impression that the cops are just itching to demolish it and the City seems happy to go along with that.

I'd imagine that the costs of breaking leases early, moving staff and work spaces, and renovating the new space in the tower to be up to current working standards (which honestly aren't great in most city-occupied buildings) is much more than whatever cost savings would be achieved in the long run from leaving existing buildings. The City isn't renting Class A office space at Portage and Main or True North Square (well, unless your Economic Development Winnipeg), but leasing crappy Class B and C space at places like 457 Main and Fort Garry Place.

Plus with work from home policies maybe leading to more municipal staff working from home permanently or part-time, there may be an opportunity to consolidate office space in existing locations and lead to less demand, not more.
