Does anyone know exactly what they're doing on Kenaston between Taylor and Sterling Lyon right now? I went through there last week and two of the three southbound lanes were closed and it appeared they were chopping out rectangles approximately the size and location of the dashed white line lane markers. I've been avoiding the area since... The city project list just says it's "preservation" work.

If anyone wants to participate in the Airing of Grievances, the city is doing public engagement in their Road Safety Strategic Action Plan:

About a month or so ago, the eastbound 2 lanes on Corydon between Shaftesbury and Handsart (?) were paved with asphalt. They scraped the old surface, patched the curbs, laid down the new surface, painted lines. Mission accomplished, I thought - but on Sunday they came back and put down another layer of asphalt over top of what they did in July. Is that typical? I thought they would've completed the whole thing in one operation. If they weren't going to do it all at once, why paint lines only to cover it all up again a few weeks later?

Not typical. Not sure why they would do that.

To clarify. Multiple layers of asphalt is normal and the way it's done. Not sure why they would come back months later and pave more.

Did you notice if there were any lips or edges that were left since the initial paving? Typically they'll pave it 50mm lifts. If they paints line, that usually means they done, unless it's on a major highway project.

They originally scraped and repaved the approaches (?) to the side streets and the medians and they didn't line up very well after - there were still edges at the join between the new asphalt and the side streets at least, but less than 1 inch...maybe half an inch. You could feel it but it wasn't a jarring bump. They haven't repaved those pieces yet...as of right now there's a 1.5" ridge where the newly paved lanes meet the medians and side street approaches that I'm assuming they'll get around to repaving at some point.

Has anyone seen the diagrams for the reconstruction of Fort Street? I thought it was supposed to have a NB protected bike lane, but based on the location of the road seams it doesn’t seem like it. Also disappointing 4 full lanes were maintained with no bump outs and no trees, at least on the east side. Should have been landscaped at minimum like they did on Garry, which wasn’t much.

CT-13 to CT-16 are Fort

Does not appear to have a separate bike lane.

I hate Fort. It's like an industrial park. It should be removed from downtown. Somehow.

That really is too bad. It has a lot of potential location-wise downtown, and making a more inviting, streetscape (Bike lanes, wider sidewalks, street trees) would definitely not hurt its potential. However, that is the same for most of our downtown streets. So much potential but little change.

Say goodbye to flashing yellow lights. All in the name of pedestrian safety.

https://winnipeg.ca/ourstories/2020/201001.stm

Traffic signals now operate 24 hours per day

Amber/red flash mode no longer used overnight and on weekends

October 1, 2020

To help improve pedestrian safety at signalized intersections around the city, traffic signals are no longer programmed to operate in amber/red flash mode at night, in the early morning hours, and on weekends. The change went into effect October 1, 2020.

“When these traffic signals were in flash mode the pedestrian signal, including the visual walk sign and audible sounds, were inactive,” said Greg Blatz, Supervisor of Traffic Signal Timing.

“This made for potential difficulties and safety issues for pedestrians wanting to cross the roadway.”

The flashing lights were initially used when traffic volumes were low to reduce delays for motorists.

The change impacts 185 intersections around Winnipeg. The majority of these signalized intersections will be reprogrammed with traffic signals cycling through green, amber, and red phases.

“At a small number of locations where traffic volumes are particularly low, we will be programming a red/red flash mode, depending on the characteristics of the intersection,” said Blatz.

“A red/red flash mode will show a flashing red light to all directions of traffic, and should be treated similar to a 4-way stop.”

In the coming months, new overnight traffic signal timing plans will be fine-tuned based on traffic data collected from the traffic controllers at these locations.

The full time operation of the traffic signals is a balance between safety and efficiency for all road users.

The changes will be made using cellular connectivity and the technology in the centralized Transportation Management Centre.

Also say hello to flashing yellow lights. The city finally accepted those flashing yellow lights for the school zones.

And the speed limit has been reduced to 60KMPH, funny how most roadways in the northern half of Winnipeg including the four lane divided roads are all 50 and 60 and in the southern half of the city roads like Sterling Lyon, Wilkes, McGillivray etc. etc. are 70 and 80!

I don't quite understand how we can have 2 pseudo expressways that have no expressway connections in between. McPhillips for example. Hey lets have 2 high speed routes, then drop numerous traffic lights in between them on the existing highway. Slow it right down.
