First bullet train or first HSR?

Right now the race is between Brightline West and CAHSR to be the first (sorry Acela doesn't count).

I think they mean "bullet train" as in the same type of trains that are used for the Shinkansen. Acela does reach high-speed qualifying speeds, but just not for the entire route.

Correct, first "bullet train" is the click bait term to read the article since " bullet train" in this case is a reference to the Japanese style HSR and not HSR as a whole.
