COOKFOX's Cantilevering Flatiron Condos Move Forward

The cantilevering puzzle-like COOKFOX building planned for 39-41 West 23 Street won the approval of the Landmarks Preservation Commission last October, but more approvals are still needed before work can begin on the 22-story, 38-unit building, so the project went before community board 5 this week. Developer Anbau Enterprises needs special zoning permits to allow residential use at the site, and to allow a 50 space parking garage in the historic district. The board's Land Use, Housing, and Zoning Committee ultimately voted to approve the resolutions, but only after a lengthy debate.

"The package here is not compelling from a public interest perspective," said acting land-use, housing and zoning chair, Eric Stern. "It does not meet sort of the 'smell test,'" he said. Shared concerns were that the influx of new residents that will put pressure on existing schools and add an unnecessary load of cars to the area around Madison Square Park. "We're running the risk of spot zoning," said board member Jinny St. Goar. When a property is "spot zoned," it's considered to be at odds with the surrounding area's zoning or master plan. Goar added, "I think the notion of having more parking spaces in this building than there are units is really, it's not something I can support at all," referencing the various public transportation sites nearby. But that didn't sway a fellow board member who said, "if you're buying a million dollar condo you're probably showing up with a car, maybe more than one car."

Anbau files plans for 24-story resi building in Flatiron

Five years after buying the Flatiron District development site, Anbau Enterprises filed plans to build a two-pronged structure with a component rising 24 stories and the other 10 stories.

The building at 39 West 23rd Street, which will feature a north and south tower spanning about 118,000 square feet, will hold 48 condominium units. The ground floor will have around 1,200 square feet for retail, according to the permit application filed with the Department of Buildings on Tuesday.
According to the permit filings, the north tower will rise 10 stories and its second floor will hold one apartment and one duplex with a private terraces. A single unit will be on the third floor, two on each of the fourth through seventh floors, and one on the eighth, ninth and 10th floors.

The south tower will reach 24 stories and will have two units on each of the second through 17th floors, the filings indicate. There will be a single unit on the 18th and 24th floors with a private terrace, and one on each of the 19th through 23rd floors.

COOKFOX Architects is the applicant of record, and amenities will include lounges, a playroom, gym and terraces.

Permits Filed For Anbau’s Cantilevering Condos At 39 West 23rd Street

Anbau Enterprises has spent the last two years securing Landmarks approval and a rezoning for a planned cantilevering condo building at 39 West 23rd Street. Now the developer has finally filed plans for the 25-story, mixed-use project between 5th and 6th avenues in the Flatiron District.

The 278-foot-tall development will rise on a 60-foot-wide lot, wedged between a small commercial building and a classic, seven-story Ladies Mile loft building.

Plans call for 48 apartments spread across 101,100 square feet of residential space, creating very spacious average units of 2,100 square feet.


COOKFOX Architects is designing the complex, which will have two towers and plenty of duplex units. The south tower will face 23rd Street and rise the full 278 feet, punctuated by a setback at the 18th floor. It will also include a 1,200-square-foot retail space on the ground floor. The eastern facade will cantilever starting at at the 14th floor and hover roughly 60 feet above the buildings next door, according to the City Planning Commission report on the project.

Then the 24th Street side of the structure (the north tower) will be shorter, with a 10-story street wall and a setback at the 11th floor. That tower will top out at 130 feet, plus a mechanical bulkhead.

Several units will have private terraces, and there will be a shared terrace and fitness room on the second floor of the south tower. A lounge and playroom will fill part of the first floor, and a 25-car automated garage will take up the cellar.

During their negotiations with the local community board and City Planning, Anbau agreed to add four affordable rental apartments. Two two-bedrooms will rent to families earning 80 percent AMI, or $62,150 for a three-person household, and a one-bedroom and studio will each go to families making 60 percent AMI, or $46,620 for three people.

City Planning approved a 50-space garage for the project, which bothered the local community board when they debated a rezoning for the property. “I think the notion of having more parking spaces in this building than there are units is really, it’s not something I can support at all,” one Community Board 5 member remarked at the end of 2014.

The site – a former parking lot – sits half a block in either direction from the N/R and F/M trains. The 1, 6, C, and E trains are also a quick walk down 23rd Street.

Seems like this went under the radar.


Height boost for this development, thus, title should be renamed to: NEW YORK | 41 West 23rd Street | 322 FT | 25 FLOORS

This is also u/c.

This will rise here, so consistant with the news back in 2016.

39 West 23rd Street’s Glass And Stone Façade Continues Installation In Chelsea, Manhattan

Curtain wall work is continuing to shape up at 39 West 23rd Street, a 24-story residential development in the Flatiron District. Recent photos show the progress the warm-colored stone façade has made since our last update in October, when the first panels had just begun installation. Now the envelope covers the entirety of the 23rd Street elevation up to the setback.

The overall development will yield 118,00 square feet and 44 units. Four of these residences will be designated as affordable rentals. The layouts vary between single-floor homes and duplexes, including some featuring their own private outdoor terraces that overlook Chelsea and the adjacent Flatiron District to the east. Amenities include a fitness center, a residential lounge, a children’s playroom, a communal outdoor landscaped terrace, and a 25-car garage below street level.

It looks like 39 West 23rd Street could finish toward the final months of 2021, or early 2022 at the very latest.

Why even bother with a facade at all? More people are going to see the tower from the side than from head on.
