The mini golf course was not located in Elmwood but the Municipality of East Kildonan, the south east corner of Henderson Highway and Hazel Dell Avenue, it only existed from 1929 to 1931

The reason was this was city owned property and this stadium along with the Winnipeg Arena was entirely built and paid for by the city. The City of Winnipeg prior to 1972 was a much smaller city in population and much smaller in area. There were very few open areas left in the city by the 1950's. St James, Charleswood, Tuxedo, Fort Garry, St Boniface, St Vital, Transcona, East Kildonan, North Kildonan, West Kildonan, Old Kildonan and Brooklands were all independent cities, towns and municipalities.

posibld but i woulda thought when they redid portage in that strech in the 90's they would replaced those

That line was renewed in 1987-1988. The pipes might still be there, but they are not in use.

The pipes were likely grouted and abandoned. I doubt they would've been removed. (Note I can't see the photo so don't know how big they are. Likely 1' diameter or so.)

In searching for a channel "Manitoba Archives", I came across a talk by former Editor-in-Chief Dona Harvey, formerly of the Winnipeg Tribune that she made on September 12, 2018. Decades later after The Trib closed she is still chocked up over telling details about the days of the closing of the Winnipeg paper.

The talk was given after completion of the 4-year digitization project. It was thanks to Mrs. Harvey that the Tribune's pictorial and clipping files were saved from possibly being discarded by the Free Press and donated to the University of Manitoba.
