All I am saying is if you remove deficit spending from growth the numbers would be similarish for both. My dislike for operating under a deficit for an extend period is it's added risk. It also promotes a culture of deficits are "ok" due to the fact it takes decades for the problem to really manifest into something uncontrollable.

Stagnation and recession don't have to be bad words and can help force organizations into efficiency. Even if it's the organization that pushes itself into recession.

Creating an environment through policy, incentives and infrastructure for free market growth is all a government should do to promote growth.

Ok, congratulations! But my point is that costs are being downloaded onto those least able to afford it. In the end, universities will receive the same amount of funds - or less if enrolments decline - but a larger share will come from user fees making it much harder for students from modest means to better themselves through education. For transit, costs are downloaded from the provincial taxpayer to the city taxpayer and the end user who will likely pay more and receive less as service is cut.

But yeah, Pallister is making Manitoba great again I guess.

In thinking about the current Province vs City and in the context of the Province tellng the Winnipeg that they cannot delay fixing phosphorous outflows to Lake Winnipeg...

If Pallister and Bowman are supposed to be Conservative ... Bowman from the Winnipeg Chamber of Commerce (or at least endorsed by them) and Pallister was from the previous Filmon gov't ...

Why can't they see eye to eye?

Unless...

Bowman is really a Blue Liberal and Pallister is a Blue Conservative.

Riverman, where do you suppose most provincial tax revenue comes from? Winnipeg has 2/3 of the province’s population. If anything, the taxes collected in Winnipeg are subsidizing services in smaller communities — which I understand and support. But you have to remember, there’s only one taxpayer. I pay taxes to the city AND and province. The province has an obligation to fund services in my community too.

In general I like the idea of a lower PST, but ,,,Pallister planning another cut to the PST, down to 6%. I don't know where they're gonna get the funds to fix crumbling infrastructure now, unless they intend on more P3s or more funding from the Feds.

pallisters whole governance is tax breaks and giveaways for the wealthiest, this is just a continuation. like he gives a shit about infrastructure, budgets, or services... we don't have a government, we have a group administering the giveaway of public assets to the wealthy. they can just afford to move wherever if things get too bad here, or pay for services that they cut for everyone else (with money they stole from us)

Yeah, I'm a little surprised by this move, I would have rather them kept the percent and increase infrastructure spending. I suppose they believe this will increase spending and investment from industry and individuals which would result in limiting the loss.

Saving tax payers $325 million only applies if Manitoban's save the money. I that $325 million is reinvested in consumables then the province still earns 6% on the additional spending. If businesses use the savings on hiring then the province makes even more of a return on the higher rate of income tax.

A lower PST is a tax break to all people regardless of economic status.

I’m not buying a ton of consumer goods? the majority of what I purchase isn’t even charged PST, this only benefits mindless consumerism for a country that already has stupidly high rates of household debt.

I believe Pallister did mention a desire for more P3's in other articles (I just can't find them now to re-post!).

I know Pallister's comment about looking at "everything" to find cost cutting (or "efficiencies", if you will) will get some folks nervous, and perhaps they are justified. However, Pallister has surprised me in the past by endorsing some fairly open-minded and, dare I suggest, "progressive" policies in the past. I have often applauded his support of the Manitoba film industry, and his recent announcement about transferring ownership of northern Manitoba air strips and marinas to Indigenous communities appears over-and-above what the NDP ever planned. Whatever Pallister is, he does not seem to be just another slash-and-burn Kenney/Moe pouty conservative.

Just IMO, of course!

Sales taxes are a regressive form of taxation so lowering them is of greater (relative) benefit to the middle and working classes than to the wealthiest.

Joe NDP out in bridgewatwer will get to buy a new 2020 Tacoma that he’s saving a few thousand on thanks to ol Brian to drive downtown on our decaying roads, past neighbourhoods with massive amounts of poverty and enter his heated parkade only to do it all again at the end of the day and this is all viewed as normal and a smart use of money and good way to organize society. completely normal things.
