FFS. I did not say full arena initially. The league has been abundantly clear they want it for the later rounds and I have zero faith they won't be given permission at current conditions.

It's also not staff. The media productions are the biggest concern as they will be the ones coming and going. They are the revenue generators.

Even if it's 100 or less people living in a containment zone. There's still no logic in hosting this in the core of major cities. You don't need an 11,000 to 18,000 seat arena to host an event without spectators

Where did get that the league plans to have fans return for later rounds?

Gary Bettman has said they want their arenas because of everything else their buildings have, back of house. The dressing rooms, the space to separate people, the production facilities, the training areas. It's not about putting fans in the stands.

Good stuff. I think the NHL has the best return-to-play plan of all the big four major leagues. Very smart to keep everything north of the border.

What are the rules for the players when they are in the City? Do they all have to do a 14-day quarantine on arrival, or was that waived? I think that is what killed Vancouver's bid, since Bonnie Henry said "no" to waiving it. And when they are in Edmonton and Toronto, are they able to go to restaurants, clubs, beach etc., or are they trapped in the hotels completely other than to training and games? Just seeing what the framework is, and if they can go to malls, add to the economy etc. other than the food and hotel $$

Malls and clubs? No ... the whole idea is that they are sealed off for the entire time between their hotel and the facility they're playing in.

I didn't think so, but wasn't sure. So there is limited economic benefit to the cities involved, I wasn't sure the big push, but this article pretty much states it:
