Oil is only 3 to 5 % of Dubai's GDP.

I agree this could be some student project but that doesn't make it impossible to build. Also the fact that you think the floorplates are impractical does not make it imposible to build.
I think the 6 twisting seperate parts that meet up every 100 levels is ingenious. A solid structure the size of this design especially near the bottom would mean alot of space with no outside view. To me this design is not about space - it is about height.
I believe it is possible to build this today. For now though it is only a vision - a very spectacular vision that hopefully goes to proposal, approval, U/C, and completed in my lifetime.
