Since this is city specific that would pertain to the Bay Area that’s probably politically diverse throughout it the Paris thing couldn’t be mirrored there.

And in places like Malibu or Beverly Hills would never allow affordable housing in those places because they’re far too good for that. But those types of high profile places in California are the exception.

Putting aside the local control vs. state control differences, I'm not sure the premises are even correct. California seems to be building tons of housing, and I doubt Paris is building more.

Per U.S. Census, through September of this year, here are housing permits for selected California MSAs:

LA: 24,105
SF: 11,203
SD: 7,058
SJ: 5,217
IE: 11,482
SAC: 7,864
FRES: 2,553
BAK: 1,585
STOC: 1,819
VIS: 1,398
OXN: 646
VALL: 726

Just eyeballing the unit counts, that's something like 76k units, in 9 months, in the largest CA metros (not statewide, not comprehensive). That's a ton of units. Frankly I don't believe Paris is building more, and if it is, that's great; Paris is vastly outbuilding every place in America and probably almost every place in the developed world.

To illustrate further, the "anti-growth" SF MSA is permitting more multifamily units than pro-growth, twice-the-size Chicago, and, by CSA, about as many multifamily units as crazy-growth Miami.

In 2018, the number of housing permits delivred in Paris region was 90,500.
Actually it's a decrease of 7.9% compared with 2017 (99,400).

City of Paris : 4,100
Hauts de Seine : 17,000
Seine-Saint-Denis : 17,300
Val-de-Marne : 10,500
Seine-et-Marne : 11,200
Yvelines : 9,900
Essonne : 12,000
Val-d'Oise : 8,500
Total : 90,500

(New unit construction started : 84,600)

California : 113,502
That's effectively more than Paris but not by much especially when California is three time more populated than Paris region.

What is also interesting to see is not the number of permit delivered but the number of construction started.

so the LA CSA is building 35,000? Thats more than I thought.
How much is the NYC CSA building?

Note that it's the number of housings authorised, not the number of housings u/c.

Anyway if you want data.

Housing permits in 2018

NYC CSA : 54,140*
LA CSA : 45,537‬

*Torrington, CT Micropolitan Statistical Area is not included but it shouldn't add more than a few hundred housing units.
