An international competition yielded the dynamic design for the Visual and Performing Arts Library. As part of the Brooklyn Public Library system, the institution is devoted to art, architecture, music, dance, theater and film and includes an auditorium, café, reading rooms, galleries and studios. The V-shaped plan is a response to the library's location at the intersection of three major thoroughfares at the heart of the BAM Cultural District, creating a welcoming staircase that can also serve as an outdoor amphitheater. The layered glazed façade facilitates reading and other activities inside will preserving the library's collections.

I don't think there is an empty lot or anything that close to the Williamsburg Savings Bank Tower. Also where is the link to the article or your source? Because apparently this was already finished (which it isn't).

the page for this was made on April 18 of 2011 and yes there is a lot in front of the Williamsburg savings bank on Flatbush ave. next to the revolving BAM sign and across the street from the Mark Morris dance group. its a huge parking lot.

This was proposed back in 2007 and in 2008 the plan changed to this. Since then there has been no news.
