Airport Authority Unveils its 10-year Vision for Airport Improvements

This long term capital plan is designed to achieve three main objectives: to ensure the Airport’s facilities have sufficient capacity to meet the existing and the anticipated growth in passenger and aircraft traffic to the year 2020; to provide Airport facilities that meet the highest standards related to safety, security and environmental sustainability; and to enable the expansion of services that will deliver an outstanding Airport experience for all air travelers.
“As the principal gateway to our province, St. John’s International Airport plays a key role in facilitating the growth of our economy. Our primary responsibility as the Airport Authority is to provide safe, secure and efficient facilities that meet the growing needs and expectations of air travelers, as well as our airline partners. We are confident that this long term vision for our Airport’s development and expansion will meet these expectations and will continue to facilitate economic growth in the Avalon Region and the entire province,” said Fraser Edison, Chair of the Board of Directors for the St. John’s International Airport Authority.
The Authority’s long term capital plan, sized at approximately $150 million, will focus on resolving many of the operational constraints that have emerged as passenger traffic growth over the past decade has surpassed the levels for which the Airport was originally designed. This significant growth trend is expected to continue well into the future as the province’s economy continues to expand. Highlights of the improvements include the following:

Transit study recommends increased investment and regional transit service

The St. Johns Transportation Commission released its comprehensive report entitled "Metrobus Market Assessment and Strategic Directions Study" December 13 during a press conference at St. Johns City Hall.

The report, which was developed by independent consulting firm Dillon Consulting Ltd., recommended improvements to service levels, transit terminal facilities and technology through increased investment. It also encourages the province to work with municipalities to establish an appropriate public transit service for the entire region.

"This report provides us with a strategic approach for the future of public transit in St. John's and in the region as a whole," says St. Johns Councillor At Large Tom Hann, chair of the St. Johns Transportation Commission. "We must invest in our public transit and take a more regional approach to dealing with our transportation issues. We are calling on the provincial and federal governments to take the lead on this issue. We hope to engage the province in a dialogue on the need for regional public transit and we also need the federal government to step forward and develop a national public transportation policy."

Dillon Consulting Ltd. was contracted in 2010 by Metrobus Transit to look at the reasons behind ridership stagnation in recent years, as well as to identify growth opportunities and recommend strategic directions for the transit agency.

"We know there are challenges ahead of us," says Metrobus Transit General Manager Judy Powell. "With a new depot opening this year and a commitment for new buses over the next few years, we are confident that we are moving in the right direction to meet the needs of our customers and develop strong relationships with our future riders."

The report identifies urban sprawl and the suburbanization of the population as leading to ridership stagnation, as well as contributing to the issues surrounding downtown parking in St. Johns and traffic congestion in the region.

"The City of St. Johns continues to grow at a rapid pace, as does the entire region," says Councillor Hann. "The population of the suburbs has increased 70 to 90 per cent since 1981 which shows that we must begin to look at a regional public transit service."

The report also identifies that with an aging population, the need to invest in fully accessible equipment, as well as terminal and bus stop upgrades is very important to the long-term viability of the public transit service. The senior population is expected to grow to 30 per cent by 2026 and is expected to have a major impact on conventional and para-transit services in the region.

MOUNT PEARL TRANSIT Let's Talk Transit - Public Transit Study

The City of Mount Pearl has commissioned a study to assess the current transit services, to determine the type and level of transit services and to examine options for the City’s future. Team Gushue Highway completion

In addition, a connector road, Pennywell Extension, will start at the intersection of the Old and New Pennywell Roads and end at a new interchange/intersection with the Team Gushue Highway just south of the Old Pennywell Road.

I agree, what does everyone think about mount pearl having its own transit? or what are some viable options for them. It seems like they want to act sooner than later and i think its good that they are at least discussing transit in a proactive way

Mount Pearl is pretty dense, so in a way they could have a very efficient transit system. However, for it's relatively small population base and high car numbers, a big investment for its own transit may be a waste of money. Idealy Metrobus would be scrapped in favor of a regional bus service, but a more realistic approach here would be for Mount Pearl to increase investment in Metrobus services. I know the city isn't pleased with the service they get (2 busses for a population center of 25,000) but they're essentially getting what they pay for. Maybe they could pay a bit extra for a few extra routes, including maybe some that only run in the Mount Pearl area, and not in a circle from the Village through the city? I'm sure St. John's wouldn't mind, as long as Mount Pearl was fronting the bill for the Mount Pearl-only bus routes.

Here is some information regarding the Team Gushue highway and CBS Bypass extension for this thread:

The Telegram - Jan 24, 2012

The work will culminate in the creation of the highway bed from the newly-constructed overpass over Kenmount Road to Brookfield Road.
The $13 million contract for the job was awarded to Pennecon Heavy Civil and is expected to be finished in May 2013.
Work will involve some blasting. In a news release issued Tuesday, government said homeowners in the area will be contacted prior to blasting. Traffic slowdowns may occur on Blackmarsh Road and Topsail Road, but no road closures are expected.
The full extension of the highway is set to be completed in 2014.

Mount Pearl could have small buses that go through the city and Metrobus could have one or two locations where they pick up people. The smaller buses could revolve around those area[s] so that people can still use Metrobus to get into St. John's but they'd have their own bus system that could get them into more areas of Mount Pearl. They could partner with Paradise.

statbass, Thanks for the links to the highway extensions.
The CBS one is currently pushed through on that route with the base in place. It looks ready for final prep and blacktop this year. Now that is only from either end. Maybe there is still lots of work in the center interchange or something else that we can't see.
The Gushue Extension would be a great addition. Nice routing too. It's the first time I've seen it.
I have to say I'd like to see more busses, but better traffic flow is also a hugh improvement to any city/metro area.

This would probably be the ideal solution. Mount Pearl could use a system similar to Corner Brook which uses small busses (24 passenger) with services focussed on rush hours (7-9am and 4-6pm). The remainder of the time they only operate 2 routes, one circuit around the west side, downtown and Curling, the other through downtown, Townsite and Humbermouth with transfers between the 2 available at Park Street.

Mount Pearl could run probably 3 routes in the city at all times, maybe 4-5 for the busier rush hours and route them into a central location to meet Metrobus. I don't know Mount Pearl very well, but I would assume that if they operated a system just within their city they would get decent ridership numbers to the industrial parks.

The key to the system would be Metrobus putting in a good connector from Mount Pearl to the institutes and downtown St. John's.

Overpass Project Waiting for Warm Weather

While other projects in the region are in progress, the next stage of the overpass cannot be done if temperatures fall below freezing. Transportation officials say that pouring a concrete bridge deck has to be done in consistently warmer temperatures when there is no risk of freezing.
The completion time is late summer or early fall.

Street Repair Plans Announced

Some updated information regarding the CBS bypass extension:

Bridge work tendered for C.B.S. bypass extension

Source: The Telegram, April 16, 2012

Work is continuing on the C.B.S. bypass extension, with the government calling a tender for construction of a bridge over Lower Gullies Brook.
The 44-metre two-lane bridge is part of the Route 2 extension still under construction. The new extension is not yet open to the public.
The project is being called an important piece of highway infrastructure by Minister of Transportation and Works Tom Hedderson.
“The C.B.S. bypass extension project will enhance the regional transportation system in this area of the province, and I am pleased to see the project advance,” he said.
The road extension project is being cost-shared by the provincial and federal governments through the Canadian Strategic Infrastructure Fund.

Hard to tell by looking at the Bifurcation Road route map, but does anyone know if the highway is going to cross over Blackmarsh Road via and overpass or go under Blackmarsh Road. Surely they wouldn't be putting a intersection there would they?

Blackmarsh Road over/under pass

I understood that Blackmarsh road was a non-connecting overpass, but I've heard people say it's an underpass. Looks to me like an overpass, by the amount of material they are piling up on the North side. Here's a description that was posted a few weeks ago -

Does anyone know when the new runway lighting system will be installed at St. John's International Airport? Is is supposed to be this year? Given all the cancelled and delayed flight this past week, you'd think it'd be a good idea to put an utmost priority on this project. Cancellations due to fog happens every year around this time; the lighting system can't come soon enough.

A news story I watched over the weekend said the upgrade project would begin late this year and be completed in late 2013.
