Houston's 2019 population according to the Census was: 2,320,268, up from 2,318,573 in 2018 so we're still years away from hitting 2.5 million.

The growth has staggered but there's still room for people in the city limits and ETJ. If Houston annexed portions of its ETJ it'd get to 2.5 very quickly.

There is a crazy amount of vacant lots and redevelopment potential in Houston. Houston is nowhere close to hitting its peak.

It has been, just sorta pointing out that the city limt population is kinda cosmetic, more than 2.5 people stay within the periphery of the city limits.
