Yep! Here is the site:

I do think it's it's a really big improvement for the area, since we may finally get some national retail near the canal walk.

- Its nice to see Richmond growing up. I just wish they could annex a little more land. It would really allow development of the North and East of the city. But they screwed that up in the 1970s.

nice. I remember last year there was also news of a redevelopment of the Richmond Plaza office building. Hopefully there will be news for that soon too.

Downsized to a 12-story apartment building.

12-story apartment tower slated to rise in the Locks development along the Haxall Canal

Quote:
A 12-story apartment building with commercial space on the first floor will go up at East Byrd and South 10th streets in the Locks development along the Haxall Canal north of the James River.

Demolition of a one-story warehouse will begin Dec. 4 at that corner lot in downtown Richmond to make way for the $58 million project.

The first apartments in what is now being called The Locks Tower are expected to be finished in the second quarter of 2019, said Richard Souter, a partner at The WVS Cos. and co-developer of The Locks.

The 1.2-acre property had been targeted for the regional headquarters for Atlanta-based SunTrust Banks Inc., but those plans were scrapped in October 2016.

That is a rendering. It's still under-construction.

As stated above and other articles online, the building is open to residents. I did not find a photo of it completed so I just used the rendering.
