I'll try to tackle this:
Under construction:
Centre Square Place - 10 story condo building on Broad and 15th. Crews are pouring the 7th floor this week.
Gardens on Rose - 1 floor retail, 4 floors parking, 8 floors condos. On Rose Street between Victoria and 13th. I think they have poured the retail and parking floors, and are starting on the first of the condo floors now.
Proposed:
Agriculture Place - this is the twinning of the FCC tower. ~ 10 stories, on the same block as the new Harvard tower, between the new Harvard Tower and FCC. This one is being built by the Hills so you can consider it as good as built. Construction to start mid-2013.
Announced:
16 story, 400,000 square foot office building on 1800 block of Rose Street. This was announced over a year ago and was originally proposed to bid on the new office space requirements of FCC. Since nothing has started, and FCC chose to go with a Hill proposal, there are some doubts as to whether this will be built.
12 story mixed use building (1 floor retail, 3 floors parking, 5 floors office, 3 floors condo) on the 1700 block of Hamilton. This was just announced recently, not sure about the likelihood of this tower going through.
Capital Pointe - 10 story hotel beside 26 story condo. See the thread on this, it is unlikely to be built.
Rumours:
Hill Tower IV, to the west of the existing 3 towers. Harvard has applied to demolish the existing buildings on the space (2 story, 100 year old vacant building that used to hold a restaurant and a lawyers office). This is purely speculation based on the Hills owning the land, their desire to to remove the existing buildings, and Regina's low office vacancy rate. This is several years in the future at the earliest, as Harvard will likely want to finish Tower 3 and Agriculture place before starting a new building.
There are a couple other 3-4 story office/condo buildings proposed/under construction in and around downtown, but the above are the only ones that would make a dent in the skyline.
