I have been comuncating with structural steel Project
Manager for the CalSTRS towers and it's final height is
277'-4" to the top of the parapet. There are 5 so
called "Podium" levels and on top of that the "Tower"
levels 3 - 17. So technically CalSTRS is 19 floors.

Technically it is concrete and steel construction. The core is steel and rises from ground level to the roof. There is a concrete parking structure around 2 sides that only goes up to the top podium level (5th podium level). This level is only about 31’-0” tall because the first podium level is below grade. This is different than 621 Capitol Mall where they used steel for the parking structure and tower.

Sacto: is there public access to that garage? It always seems tightly buttoned up the few times I have visited (usually at dusk).

WonderlandPark: As far as I know there is. All doors closest to the elevator (SE) were unlocked and I had no problem getting to the top.

The angle at which the photos were taken give the impression it's in the middle of the sticks. In fact, downtown is across the river (the area to the right of the picture frames). This tower is located in a part of West Sacramento undergoing a bit of urban renewal and whose prospects are looking up. In the background of the first picture, for example, one can see the rooftops of a mix use development being built.

There is a large cafeteria on P2 level (main ground level). The windows of the cafeteria are along the northern end of the east elevation.

FYI- Start of steel erection for this project has been pushed out until the week of May 21st.
