The benefit of a fixed price contract - the contractor takes certain (usually well-calculated) risks.

I noticed today when I went by BC Place that the centre hub is no longer supported by the tower.

Also, I see that the nearest masts to the Stadium Roof Cam have had some of their temporary tie-down cables removed. They are now free-standing.

some of those thick black diagonal cables have been removed, and it looks like the lower cable has been attached with a metal plate instead of just bolted where those cables have been removed

Just noticed the 2 diagonal steel braces on the righthand side of the pic, there doesn't to be any of those braces elsewhere. Anyone know the story with them?

The suspended centre pod is reminiscent of the alien space ships from Independence Day or District 9.

There's a pair of the braces on each "face" of the stadium.

Those would be primarily for seismic reasons, to prevent lateral movement. I guess they don't need them in every space.

it looks like the graphic on my torrent client when it shows all the seeders I'm connected to and the data packets being sent back and forth.

Looking at the interior webcam, the steel frame at the bottom right of the webcam pic looks like
the glass and steel part of the seam where the retractable part of the roof joins with the stationary part
(based on the shots of the Warsaw stadium)

You can see the element in these pics of Stadion Narodowy by Polex posted at SSC:

Or would those steel frames be frames for the windows which go between each mast along the rim of the stadium? They look about the right size...

Could be, but I don't think those clerestory panels will be rigid.

As it turns out, they are the clerestory panels. They installed the first one today; you can see it from the interior webcam.
