Because they use top-down construction method for basement. The basement is RC structure and superstructure is S structure.

Normally, we build basement from underground to ground level. Top down construction is oppsite way. It basically build basement from ground level to underground. Engineer needs to stable underground soil by building retaining wall along the site. And then, workers will start building basement by excavate upper soil, and building beam, column and slab from top to bottom.This method is usually used in site that crowed by surrounding buildings, which open cut method could caused serious structural failure to adjacent buildings.

Some factors for choosing top down construction:
Lateral force of soil is uneven in this site
Foundation needs very deep excavation
Reduce schedule

thank you, i understand now. that explains why every construction pic i see of high rise buildings being built in taiwan have no big deep hole with built structure in the ground.

but why is it in nyc/manhattan - which is a highly dense area of skyscrapers and highrises - they build bottom-up? i always see construction workers excavating a huge deep hole where they start the foundation and build the skeletal structure in and above it?

geology

The underground soil of Taipei city is formed by clay layer and mud. It is very unstable soil.

oh right. yes manhattan is built on solid bedrock. i remember reading about it.
