Some Development Regulations (Department of Urban Planning Taipei)
1. Department require extra public open area. A new zone is introduced in A15+A18 block, called plaza.

2. At least 6m wide pedestrain path around these two sites and building street frontage is required to set back at least 4m from pedestrain path.

Tendering set up by Department of Finance
1. Residential development is not allowed in this development. All interested groups must follow relevant urban regulations for their development plan.
2. The development has to include 31 parking spaces for large vehicles.
3. The BOT tendering will have three stages to select its final tender.
- Qualification
- Development Plan Assessment
- Price Comparison
Qualification, interested group only need to pay bid bond to attain this tender.
Development Plan Assessment will set up a broad with both national and international architects to judge submitted development plan.
Price Comparison stage is for department to make comparison of royalty submitted by tenderers.
4. The tenderer will have 50 years operation time. After 50 years, tenderer can request extra 20 years if they want to continue.

Some sovereign wealth fund and private equity fund are coming to assess this investment. However, there are many uncertainies right now. The Europe and US debit problem may have impacted this investment incentive.

So what heights can we expect?

It would be nice to see a tower of around 250m in front of T101 to balance the skyline.

I will say around 200-300m, but there are too much uncertainties in this stage.

For me, I would like to think 300m massive building like Gate of Taipei. Because there are not many site leave in Xinyi district, so to balance skyline, it is to build a massive building that it can form a skyline by itself.

仲量聯行董事總經理趙正義昨(4)日表示,外資法人機構正等著台灣房價破底,布局進場。2012年台灣大型商用不動產市場的指標,要觀察台北車站雙子星C1D1、世貿二館兩大地上權招商案,預計都在今年登場,目前各有3組本土和外資法人備標;其中,世貿二館開出權利金底價250億元、每坪約466.7萬元的價格,公開招標,預計4月30日截標。

備受各界關注的世貿二館、即「台北市信義區信義段四小段28、29、30地號市有土地開發及設定地上權案」,日前由台北市政府財政局正式公告,徵求民間投資人參與投標,基地位於信義區松智路、松仁路間,土地總面積5,356.67坪,民國100年度土地公告現值總計131億餘元。

戴德梁行協理薛惠珍表示,台北市政府財政局對外公告的信義計畫區世貿二館等3筆地上權土地,為有限期的收益性不動產,此時公告招標,對投資人來說,不啻是信心的一大考驗。

Taipei City Government Department of Finance would like to officially announce the “Taipei City Xinyi District serial no. 28, 29, 30 of the 4th subsection land development and creation of superficies.” The above mentioned property is located in Xinyi District, between Songzhi Road and Songren Road with a total area of 17,708 square meters with total volume set at 450% or 560%. As of 2011, the total land is valued at NT$13.1 billion and designated for specific business, commercial, and entertainment
facilities. The location puts the lot near the base of the Taipei 101 building and is in excellent condition. The property is currently use occupied by the World Trade Center and parking facilities. This is an ideal property to attract foreign businesses and capital as well as tourists foreign and local.

The Taipei City property management code article 65 provides that the city develops subsection section 4, serial no. 28, 29, 30 through private investments. The Department of Finance noted that aside from the required number of statutory parking spaces, an additional 31 large car parking spaces must be made available, and the property site should not be built for residential use. Beside the above noted, all other specifications must follow standard urban planning codes and relative laws. The Taipei City Government
expects to introduce private investments and adopt the overall planning approach in order to achieve the purposes of enhancing Taipei’s international perspective through its landmark buildings, effectively achieve financial gains, strengthen the Xinyi business district development, and enhance the social and economic benefits.

The Department of Finance has expressed it will employ a three-stage selection process (Qualification review - Investment Implementation Proposal Review – Price Bidding). The duration of existence of superficies will be set at 50 years and the royalty shall amount to twenty five billion New Taiwan Dollars (NT$25,000,000,000) in reserved minimum price. No more than 3 bidders will be selected from the qualified bidders based on initial applications and the winning bidder will be selected based on highest bid.
The annual rental fee will be determined based on 5% of the established land value. Please see the tender documents for further details regarding bidder qualifications and bid specifics.

The deadline for submitting the bid application is set at 5pm on April 30, 2012. Interested investors may purchase the tender documents at the Taipei City Hall, Department of Finance, Administrative Services (No. 1, Shifu Road, Xinyi District, Central Area, 8th floor). The minimum cost to get opporunity attain this bid is 800 millions US dollars.

世貿二館地上權標售 單價創新高

市場關注的北市世貿二館地上權標售案,台北市政府近日公告底價,權利金達250億元、每坪約467萬元,寫下地上權產品總底價最高、單價最貴新紀錄。儘管如此,由於基地位處精華,商仲業者仍多認為應可順利脫標。

世貿二館位於信義計劃區松智路和松仁路間,就在台北101 大樓旁,是信義計劃區中最佳地段,連同一旁停車場,基地面積廣達5356坪,堪稱精華中的精華。

打世貿二館傳出將出售地上權後,各界即高度關注,市場已傳出至少有10家以上國內外投資法人、上市櫃建商委託商仲業者進行評估,並共組投標團隊打算競標。

去年底台北市政府舉辦招商說明會,雖明白表示,此一土地限制作為飯店、商場、企業總部等商業使用,但仍更吸引50多家外資、飯店、壽險及大型建商到場。

由於此筆土地公告現值即逾130億元,市場原預料未來標售地上權,以市價7折計算,約在200~300億元,台北市政府近日公告,總底價250億元,換算每坪約467萬元。

此一底價,除了總價是政府標售地上權土地的最高,單價也刷新紀錄,目前地上權地王為仁愛路四段巷內住三土地,去年12月由國產局標售,由日勝生以每坪373萬元得標,世貿二館因容積率達450~560%,底價比目前的地上權地王,每坪還貴上94萬元、約25%左右。

本周房市開春重頭戲,要看台北市信義計畫區的地上權土地「地王」─世貿二館的招商案。台北市政府預計8日舉辦世貿二館的投資人招商說明會,開出權利金底價250億元、每坪土地平均高達466.7萬元的天價,加上開出國際標,堪稱史上規模最大的地上權招商案。

台北市政府財政局規劃「台北市信義區信義段四小段28、29、30地號市有土地開發及設定地上權案」的世貿二館招商案,預計今年中至第3季完成招商。

由於世貿二館權利金底價高達250億元,高於TAIPEI 101大樓70年地上權的招商案,當初的權利金決標價為206.8,889億元;而且,世貿二館的每坪權利金底價達466.7萬元,也高於富邦人壽以36.77億元、每坪約190.7萬元標下的1,928坪A10土地,因此,世貿二館最近已成為國內外大型投資法人機構的熱門話題。

世貿二館位於信義區松智路、松仁路間;土地面積為5,356.67坪;依民國100年度最新公告的土地現值,約131億餘元。

至於使用分區,為特定業務區、一般商業區、娛樂設施區;容積率為450%、560%。地上權存續年限為50年。

財政局初步規劃押標金1億元,簽約前履約保證金5億元,每年地租依公告地價5%計,但得標人不得申請容積移轉、不得分割建物使用權的單元、也不得作住宅使用;但地上權期間得標公司股權轉讓,則不在此限。

財政局表示,國內房地產交易目前雖受歐債風暴影響而相對保守,但國內商辦市場依舊熱絡,甚至有可能將資金移往穩定收益的商辦不動產。世貿二館基地坐落信義區的最菁華地段,投資人應把握難得的投資機會。

財政局表示,據顧問公司表示,主動詢問世貿二館這個超級大案,除了國內知名建商、壽險業外,還有國外私募基金、大陸企業,也積極進行評估,反應相當熱烈。財政局預計2月8日舉辦招商說明會;截止投標日期,訂在4月30日

高力國際(Colliers International)台灣區分公司董事總經理劉學龍昨(5)日表示,士林官邸地上權土地順利脫標,意味有實力的大型建商,正積極朝商業不動產進行多角化布局,未來地上權將是建商和金融壽險業搶地的當紅標的,尤其底價250億元、台北市開發規模最大的世貿2館地上權招商案,將是接下來最受矚目的地上權指標大案。

以下是專訪紀要:

問:今年開春首宗地上權招標案士林官邸,由皇翔得標,最佳開發方向的建議是什麼?

答:先前幾十組幾乎所有潛在投資人都是朝向觀光旅館的方式來評估,什麼產品定位和規劃,才能在50年期間,底價21億元的條件下,創造出最佳投資效益,是投資人是否出手的關鍵。有些投資人評估無法達到一定報酬率而決定放棄。

問:接下來哪些地上權土地招標案,較受矚目?

答:預計4月30日截標,7月底決標的信義計畫區世貿二館,絕對是年度指標大案。世貿二館權利金底價就250億元,加上開發營造成本,隨便一下就要投資350億元,首推金融壽險業最有實力競標。不過,金融保險業卡在「保險法」條文限制,壽險業不得擔任履約保證的連帶保證責任,因此不得採「共同投標」模式投標,這會影響保險公司投標意願。

然而,從日勝生連續拿下2塊台北市設定地上權土地,皇翔又得標士林官邸地上權,這顯示有實力又積極轉型到商用不動產的建商,應會是這波競標地上權土地的主角。

問:地上權土地已逐漸炙手可熱,決標價愈墊愈高,也考驗投資人的經營能力?

答:是,但並非每塊地上權土地都會引發競標熱潮。我建議,政府進行地上權招商時,不能純以權利金為主要考量點,應兼顧到產業的發展政策。

世貿二館 富邦新壽無意投標

世貿二館地上權標案,引起多家壽險公司注意,不過,因壽險業者評估報酬率低、恐不符合主管機關要求,包括富邦、新光等大型壽險公司,均表示投標意願不高。

世貿二館地上權標案的底標價是250億元,將於4月底截止投標。2月初舉辦招商說明會時,包括國泰、富邦、新光、南山、宏泰、幸福等多家壽險公司與會。

由於此案的投資金額龐大,得標價再加上造價等可能衝上300~400億元,不少保險公司希望以「共同投標」方式參與,不過,保險局長黃天牧表態,保險法不允許保險公司作保,若保險公司與其他業者共同投標要負連帶履約保證,將不同意業者參與。

如此一來,像是宏泰、幸福等中小型的壽險公司,確定與世貿二館開發案無緣。只剩下四家大型壽險公司、可單獨出資投標者,有資格參與。

國壽昨天對此指出,世貿二館開發案是很複雜的案子,且金額相當龐大,是否要投標,必須要慎重考慮。南山人壽對此則高度保密,不願意透露動向。富邦人壽與新光人壽雖符合單獨投標資格,但因報酬率低,昨均表示投標意願不高。

現行保險業交易管理辦法規定,保險公司的交易對象若是政府機關,單一交易金額占業主權益上限可從一般規範的35%提高到100%。

富邦業主權益約1,000億元,新壽接近600億元,均高出世貿二館底價250億元,可單獨投標。不過,兩家公司昨一致指出,此案投資報酬率低,可能違反保險業投資不動產年化收益率不能低於郵局二年定儲機動利率加2碼(目前為1.875%)的規定。

業者指出,此案底價250億元,以每坪建築工程費25萬、共5 萬坪計,合計投入成本要375億元,換算後,未來每坪至少要租到8,000元以上,才能符合年化收益率1.875%的規定。然而,信義區內的商辦大樓,目前每月租金最高的,例如國泰金融大樓,租金不過才3,500元,對壽險業而言,營運壓力太大。

壽險業獵地行動積極展開,富邦、國泰兩大壽險公司先後公告擬投資台北地區不動產,預期將競逐今(30)日標售的忠孝東路2商辦大樓,以及將於明天截標的世貿二館開發案。

第1季按兵不動的壽險業,近期掀起搶地潮。商仲業者估計,壽險業今年以來已投入不動產市場180億元,未來還會繼續搶地,對商用不動產價格形成穩定支撐。

國泰人壽昨天發布重大訊息表示將投資台北地區不動產,副總林昭廷表示,董事會通過要買地,標的還不能透露。

富邦金也不願說明是要標購哪筆不動產,但表示對任何好的不動產投資標的都會評估。

今天將標售的2棟大樓,其一是太平洋敦南商業大樓,位於忠孝東路4段,底價18.8億元,每坪土地底價1,409萬元,挑戰去年華票大樓締造的1,405萬元紀錄,若成功標出,將登上全台新地王寶座。

另一標的是位於忠孝東路與敦化南路口的首都大樓5樓,同樣由太平洋證券釋出,含車位共207坪,底價1.88億元,太平洋證券現在自用,擬售後回租,換算租金投報率有2.6%。此案也有十多組人馬領標。

至於世貿2館地上權案,為吸引壽險業投標,招標的台北市政府財政局還特地改變投標條件,國泰、南山等大型壽險公司正在評估中。

不過,此案因為底價高達250億元,加上開發建造成本,總投入金額可能上看400億元,有壽險公司認為,投入成本太大,要仔細精算每年的收益率。

最近壽險業購地風潮強強滾,上周二國泰人壽出其不意以43.9億元標下太子汽車土城廠房,作為倉庫使用;上周五台灣人壽也宣布斥資46億元買下台北市華國飯店不動產,均為大手筆交易。

北市府宣布,備受矚目的世貿二館「A15+A18+A20」(信義段四小段28、29、30地號)市有地設定地上權開發案,周四(19日)將一口氣開規格標及價格標,勢在必得的潤泰、國泰集團誰能出線,當日就會有結果。

占地近5,357坪的世貿二館「A15+A18+A20」案土地,現址為世貿二館與其東、西兩側土地,當地土地使用分區為特定業務區、一般商業區與娛樂設施區,未來將採設定地上權50年的方式,開發成辦公大樓、大型商場、國際旅館使用。

市府財政局指出,世貿二館地上權招標案位於信義商圈精華地段,市府期待該開發案能蓋出可與101媲美、具國際觀的地標建築,以提升北市國際知名度,「權利金多寡非評選唯一條件」,市府審查規格標也邀請國際知名建築大師等多位海外代表參與,「絕對要挑出令人耳目一新的設計」。

世貿二館地上權招標案闖過首關資格標審查的是,國泰人壽及潤泰南山兩大集團,市場形容,這是國泰蔡宏圖及潤泰尹衍樑首度爭霸對壘,因此兩集團都有勢在必得的絕對企圖心。

市府官員指出,19日將先開世貿二館的規格標,由市府官員及外聘委員,針對兩集團提出的企畫進行嚴審,如果兩家都過關,就會進而進行價格標,誰提出的權利金高,誰就能得標。

據了解,市府開出的底架勢250億,而兩集團出的價碼也應高於該數字,市府樂觀預期,19日一定會有結果,絕對不會出現流標的情況。

市府說,為確保市有地開發目的,簽約後得標業者須5年內取得建築執照,約8年內取得使用執照。開發案粗估可創造450億元民間投資,簽約完成後,市府除前兩年可獲至少250億元權利金收入外,每年還可獲數千萬租金。

Two remain bidders are Taiwanese local company groups.

Taipei city government had made request for a landmark building in their tender document. The building design itself is part of selected criteria which government set up judging committee to judge building design provide by qualified bidders.

The judges will invite international architects and big name in Taiwanese architecture.

臺北市政府財政局辦理臺北市信義區信義段四小段28、29、30地號市有土地開發及設定地上權招商案(基地現況供世貿二館及停車場使用)已於7月19日(星期四)上午9時20分進行投資計畫書評選,評選結果2家投標廠商南山人壽及國泰人壽均為計畫合格投標人,該局隨即於當日下午2時進行開啟價格標作業。開標結果由南山人壽以權利金總價268億8800萬元得標,較底價250億元高出18億8800萬元,溢價率約7.55%,已創下臺灣史上土地開發地上權權利金天價,並超越臺北101大樓設定地上權開發案之決標權利金206.89億元。
本案得標廠商南山人壽的團隊成員及協力廠商陣容堅強,包括招租管理暨物業管理協力廠商仲量聯行及三菱地所設計、交通顧問協力廠商鼎漢國際工程等。其中三菱地所設計係創立於1893年,為日本第一家建築設計事務所,以「創意(Creative )」、「先進(Progressive)」及「驚豔(Impressive)」為其事務所三大核心主軸,2008年及2009年綜合業績攀升至日本第一。本案以城市綠丘(Taipei Green Pavilion)為開發主題,結合日本三菱地所設計及國內瀚亞建築師事務所,透過創意設計手法營造城市多元開放空間,打造融合綠意、藝術、時尚之都會商業休閒新地標,且分別以地上28層及36層、地下4層(總樓地板面積60,340坪)之塔樓設計,除提供至少31席大客車停車位外,並規劃引進國際企業及企業總部大樓、複合購物商場等。此外,值得一提的是,此大樓將以達到鑽石級綠建築為目標,以創造全球聚焦的創意綠建築,建築量體規劃將自臺北101大樓向東側漸進向上堆疊,隨著與臺北101大樓水平距離增加逐漸將量體高度提昇,宛如一座綠意盎然且優美的山岳,透過山稜弧線讓視覺對等延伸,以呼應臺北101大樓之地標性都市景觀,重塑臺北美麗天際線,讓國際社會再一次看見臺北。
財政局表示,預估本案可引入民間投資額400億餘元(含權利金),創造9,200個就業機會,本案權利金將優先償還勞、健保爭議款,國稅局亦可收到市府所繳納的權利金營業稅至少12.5億元,市府每年並可收取土地租金約2.2億元,50年之許可期間,政府亦可增加房屋稅、營業稅及營所稅。
財政局最後表示,後續將於今年積極推辦本市信義區A25暨與國防部國有土地合作開發案等,有興趣的投資廠商可密切注意該局後續相關招商訊息。

【MyGoNews林湘慈/綜合報導】醞釀兩年,自2010年中啟動招商的世貿二館土地,終於在2012年7月19日選出了最佳投資廠商,由南山人壽以268億8800萬元權利金底價,擊敗國泰人壽,取得了信義計畫區5357坪精華土地的50年地上權,未來可望推出媲美台北101的地標性商用開發案。得標的南山人壽表示,未來將攜手三菱地所設計,興建地上28層及36層、地下4層的塔樓設計,總樓地板面積將達60,340坪,預計在土地點交後3年內完工。

世貿二館基地總面積為5357坪,都市計畫使用分區為特定業務區、一般商業區及娛樂設施區,容積率為450%、560%、450%,市場推估興建成本約為150億元,若加計土地開發權利金268億8800萬元,開發金額達約419億元,另外每年還須繳交約2.2億元的地租,而權利金268億8800萬元也超越了台北101大樓當時206億8889萬元的決標價格,榮登北市地上權最高總價。

得標的南山人壽自從解決了經營權爭議後,重新站穩腳步,逐步提高不動產投資比重,此次世貿二館案,南山人手攜手日本三菱地所設計及國內翰亞建築師事務所競標世貿二館案,預計將世貿二館基地打造成融合綠意、藝術、時尚之都會商業休閒地標,並規劃引進國際企業及企業總部大樓、複合購物商場等,目標開發為鑽石級綠建築大樓,以增加本案之國際能見度。

全球資產管理專案經理王維宏表示,此次世貿二館招商案,台北市政府特別採用三階段審查投標方式,主要是參考新加坡的招商模式,除了前面的資格審查,及比價之外,增加第二階段的投資計畫書評選,來確保廠商的規劃及投資計畫,能符合基地條件及區域發展,最後再進行比價,評選出最優投資人。另外針對本案市政府也要求除了不得做為住宅使用,未來廠商需額外增設至少31席大客車停車位,供區內大客車停放使用。

此外,北市府為此案招商前也做了也諸多準備工作,不但多次赴海外招商,而且也協調健保局塗銷A20土地的查封登記,讓本案可以順利招商。其次,為了讓三塊基地開發上更具經濟效益,更調整了部分都市計畫的用途與位置,把原本位於A15、A18基地中間所夾之人行步道移至A15基地北側,並變更用途為廣場用地。期間也多方與金管會溝通,釐清了保險公司投標的連帶履約責任,讓本案最後能順利招商成功。

The winner is Ruentex Group (Nan Shan life) and will spend around 55 billion NT dollars for entire project (include 26.8 billion purchasing right expenditure to government). The total investment for the project itself is around 25 billion NT dollars.

The result is 170m building with massive podium for shopping.

A 250m tower with a less massive podium would have been so much better.

Also...even more shopping malls in Xinyi??? There is hardly a lack of them in the area, looks to me like the market could be oversaturated in that regard pretty soon.

I think the reason is very simple.

Taipei office rent is too low compare many major cities around the world. The average leasing rate of A-class office in Xinyi District is about half of prime office in Sydney CBD. And, the final stage of this tendering is pricing comparison. Na Shan Life offered more price money to government than Cathay Life offered.

By the way, Cathay Life propose 47 fl project and will be 200m to 250m. It is higher, but it is at the low margin of many people expectation.
