omg, they really need to raze that entire area!! look at how dumpy all those buildings are!! only nice thing there is the green grass!!

The contractor has set up susidiary company for the construction, should be not far away.

they're constructing a subway station under it, as well as facilities to check in luggage, etc. perhaps a lot of things have already been happening underground?

They are constructing underground structure, includes A1 station of MRT Airport line, besement, tunnel connect Taipei Main Station and A1 station.
The forecast show that it will finish at 2011 for C1 and 2012. (from official document I can find)

台北雙子星開發案 四度流標

【經濟日報╱記者楊文琪/台北報導】
總投資金額高達357億元的台北車站C1D1雙子星大樓聯合開發案,唯一一家投標廠商因不符合甄審須知規定而落選,此案11日宣告第四度流標,承辦的台北市政府捷運局檢討後,擇期辦理第五次招標作業。

不過,政府推出的促進民間參與公共建設投資案(促參案),今年到目前為止簽約金額已達349億元,全年可望突破1,800億元,將創下91年推動促參案件以來簽約金額新高紀錄。

台北車站雙子星聯開案,為適用促參法的投資案, 捷運局官員昨天表示,此案經甄審委員會審查後,決議未跨過甄審須知規定的門檻,由於後續還將辦理招商事宜,且可能列入招標規範中,因此,投標廠商未跨越門檻的理由,不便公開對外說明。

據瞭解,這次參與投標的廠商僅有一組團隊,為國內企業合資組成,但捷運局不願證實。工程會官員指出,此案已列為管控的促參案件,雖然這次流標,但相信景氣好轉及台北雙子星地理位置優越,未來應可順利完成招標。

My understanding is the bid for superstructure of this twin tower has been failed for four times as the only qualified company fail to prove its financial capability.

In other hand, building company cannot contruct superstruture unless the underground structure are all complete so we still have one year.
So it still have one year leave to finish this bid.

工商時報【記者薛孟杰/台北報導】

已4度流標、預計在4月份5度招標的雙子星大樓招標規定將變更。台北市長郝龍斌接受本報專訪時表示,雙子星大樓之所以多次流標,是因為規格被綁死,並不合理,他已請相關單位研究改變招標條件,爭取外資及世界一流建築師及團隊投標參與興建。

郝龍斌說,行政團隊效率夠不夠好,左右北市公共建設的工程進度與品質,以北市規劃的雙子星大樓為例,未來將成為台灣的國境大門,因此不論是設計、品質都希望達到世界一流。他日前出訪香港、新加坡,亦舉行國際招商說明會,就是希望引進國際資金,及一流建築團隊參與興建。

郝龍斌指出,桃園機場捷運即將在民國103年完工,配合機場捷運完成,雙子星大樓下捷運車站雖已在2006年開始動工,但是主體建築,包括商場、國際旅館都因為卡在已多次流標,無法動工。他檢視招標規定後,質疑雙子星大樓先將設計規格定好的作法,並不合理,應該要推翻。

郝龍斌要求同仁針對細部計畫討論,檢視是否有不利開國際標、吸引一流建築團隊參與之處,若有就要更改,郝龍斌強調,「若要世界一流建築師參與,卻要按照原先已定下的設計進行,誰會想來呢?」

台北雙子星大樓目前的設計是由日籍建築師槙文彥設計,主體建築設計強調以太極互動形塑一個「門的意象」,若北市要改變設計,會改變到何種程度,引發外界好奇。對此,郝龍斌說,他已要求副市長陳威任檢討中,他並懷疑雙子星原先採規格標的作法,可能與公務員不想扛太重責任有關。

總投資金額估計上看600億元、預計4月底公告徵求投資人的台北車站特定專用區雙子星C1D1捷運聯合開發案,昨(21)日由台北市捷運局舉辦第5度徵求投資人說明會,結果意外吸引超過300位國內外投資人和專業法人,擠爆會場。此次捷運局破天荒把C1、D1分開招標,使得投資門檻、潛在風險相對降低,預期D1先脫標的成功率極高。

The 5th time tender was launched yesterday and had attract 300 investors during conference presentation. There will have two tenders, one for C1 tower, one for D1 tower which I believe is a good strategy.
