i dont see how you can build a foundation without building a hole from the surface. usually you just dig a big hole and pour concrete for the retaining walls and floors and then put in the pillars for the structure, etc. like at world trade center new york city:

Everything I say in my last respond is depend on these photos I posted, but I not an engineer. I just say what I saw from photos and also some infromation from skyscrapers.tw. And, the A1 station is in process, it is part of the foundation of this twin tower. From this point, I guess the underground construction is still going and we just can not see from surface.

I also hear from skyscrapers.tw, they use some construction tech same as use for tunnel.

Unfortunately, I'm not engineer......
I really think it is better ask engineer staff.
And there are a lot of construction tech, maybe it is one you not often see in Amercia.

The tendering of superstructure for this project still haven't get any tenders come to take. The reason is residentail project have much higher internal rate of return than official project in these ten years. And also most Taiwan big companies are manufacture and IT, they don't need a lot of office space. Economic recession is also affect the rent....
These factors come together result no tenderers.

Unfortunately the entire site is surrounded by a high fence and unless you have access to one of the highrises in the surrounding area its impossible to take a good photo of the construction site. But there seems to be a lot of activity going on there, but its still not above ground.
