what is that mini spire-like horizontal thing atop the building?

I'm fairly sure it's a window-washing boom.

By the way, can someone confirm for me the proper way to pronounce "Lujiazui?" Is it "loo-jee-ah-ZWEE?"

That seems a bit confusing, though... ui=way... I blame my American public schooling. There's no emphasis on a particular syllable?

It's Pinyin pronunciation, which can be somewhat different from standard English pronunciation of the same letters.

The 'way' is very close to the English 'weigh', but the z sound in pinyin actually sounds more like dz, so zui is pronounced dz-weigh.
