It’s kind of interesting that THAT specific billboard had to stay, rather than allowing the developer to offer an equal or better replacement. I mean, Lion Outdoor could’ve stipulated a new billboard on the roof and the practical effect would’ve been the same, maybe even better.

I don't remember the details, and I am too lazy to look it up, but the sign ordinance also has a maximum height. Placing the billboard on top of the building would probably have violated the height limit. Also, a replacement billboard can only be a certain percentage of the size of any existing non-conforming off-premise sign (billboard).
