Access to the units is from the inside. As that area appears to be at the old higher, main floor level.

Looks like interior demo work on this building is halted again. On a positive note, the old BMO building two doors down is fenced in and I see workers going in and out daily.

I wonder if 138 Portage East is under a Christmas break shutdown?

That would be a long break as it's been a few months now since I've seen any activity there.
