There is no market for it. When Canada was booming in the 60s to 80s, when boomers were having families, the need for housing went up, and the government built ugly commie blocks by the handful. Even in smaller cities, you'll find a good amount of them. As for the condo's, those were all built in the same era, and their architecture is just a reflection of the times in which they were built.
The market just isn't there. Winnipeg is just a fraction of the size of Melbourne.
