Develop the E & W wings but leave the center pier as is.
Just my opinion.

Having the pier used as a parking lot with an embarrassingly shitty "snack bar" is a enormous waste of waterfront land though. And it's been like that since the 1990s when that cheapo "tower" was built. It's time to move into the future.
"Bugging State" was barely a thing when I was younger... and I'm in my forties. No one wants to drive around aimlessly anymore. And if people don't like to walk a couple hundred feet, well that's too bad. Real cities require people to actually get out of their cars once in a while. The Bayfront is such an enormously underdeveloped, squandered asset, that continuing to do "leave things as they are" is a recipe only for further decline.
I can't see small ornamental trees killing any views or blocking breezes coming off a large body of water.
This was just a proposed design by architecture/urban planning students. It's not sanctioned by any official body. The idea they wanted to get across was to just actually do something with the valuable waterfront property you have that sits basically empty all year round because it is completely uninviting place for humans.
