The fact that each of the cubes were marketed as individual units played a big role in the demise of this project. Aside from those of great wealth, who would have invested in it?

I agree, it was an interesting idea from the beginning, but I never for a second expected it to ever get off the ground....well unless 20 billionaires came together to pay for this building themselves so they each had a mansion unit in Lower Manhattan.
