Yes, Salt Lake has already changed a lot even since 2012. In 2012, we were just coming out of the recession and our major downtown apartment boom was only just getting started.
Harmons is much bigger than Lee's though, and in a location suitable for a taller height. Imagine a big apartment building next to 95 State, with a grocery store underneath, and then more mixed-use on the corner of 200 East and 100 South (where the 95 State staging area currently is).

It seems that the Mendenhall administration is very open to streamlining the planning process. Planners spend 90% of their time processing and approving special exceptions instead of actually working on long-term planning goals. This could be a big reason why things seem to move so slowly here. The biggest suggesion I would make to that list would be to just allow ADUs by right. The next planning commission meeting has 4 ADU requests. There weren't any in the last 2 sessions, but the one before that had 4 requests, the one before that had 2, and the one before that had 2. And I'm pretty sure every single one of them has been approved. Really, how much time and resources is this ADU approval process wasting?
