Those pictures are HDR, or High Dynamic Range photography. It's not a filter, per se, but taking multiple pictures of same subject at different shutter speeds, then combining the photos together digitally to produce a dynamic range far greater than a normal camera sensor (or film stock) can handle. The net effect is detail in shadows and highlights that normally wouldn't be visible, along with very deep, rich, saturated colors. These particular pictures were taken at the optimal time of day for this kind of photography (usually right around sunup or sunset), and span a pretty wide range of shutter speeds, giving them a rather surreal, dreamlike quality.
In short, this photographer really knows what he's doing. And we all benefit.
