What the - are they painting every "brick" individually? (or staining whatever..)

Strangely the entire front section of this is dug up where the sidewalk would be. Looks like some kind of issue. They're about 1 floor down.

Thread title can be changed to Complete. YWCA reported substantial completion was achieved a few weeks ago.
