I saw someplace--can't remember if it was here or elsewhere--that the crane had been expected to go up in December. So it's not that far behind that estimate.
The site is
extremely cramped. It's not possible for vehicles to drive down into the pit to be loaded; the excavated materials have to be brought up and loaded into trucks at street level, and there's only room for one of those at a time.
Contrast this with Shoal Creek Walk, where they've built ramps down into the pit and four or five trucks can be queued on site at any given time. Yes, SCW has more area to excavate, but I think Fifth and West has to go down just as far, and I think site logistics have been the limiting factor. I'm guessing that once they finish the hole and start pouring concrete, it's going to go up pretty fast--again assuming that they can queue up concrete effectively.
