I'm glad to see downtown get some positive attention. Yes downtown Winnipeg is on its way back .... its just a matter of reaching a criticle mass, where more restaurants and bars can start filling up some of the smaller buildings on Portage.

I am not a big fan of government buildings ... but an extra 2000 people should add alot to the area.

Over Schedule and Budget

No surprise on the schedule and cost increases. Both of those items were already there when they started digging the hole. It's just that it's a safe time to report them now as things are well underway. It wasn't hard to fiqure out the construction schedule of this building size and type would take you beyond late 2007 and into spring 2008. Construction costs have been going up by 1.5% per month from the time the original costs were announced.

Factors contributing to the new scheduled completion date include:
  • availability of skilled workers due to very strong construction activity in Manitoba
  • foundation re-design due to water table conditions
  • difficult foundation construction due to soil conditions
  • unique design requiring more time for concrete work on each floor than originally planned

Factors contributing to the increased project cost include:
  • severe price increases for materials used in building construction (cement, steel, copper, etc.)
  • tight labour markets locally and nationally, with difficulty in attracting skilled labour
  • design modifications

thats it when i get back i am going to go ask for permision to go take shots of the inside from difrent angles and make some art while i am at it..... pull some strings threw my mother if i have to...

probly in a month when ever my dad runs outa money... as hes got 300 cdn in his wallet for the drive back and my money... but then i guna see if i can make a pit stop in sioux falls lol....

You have to wonder whether Hydro really needed to blow nearly $300 million on an office building.

Yes I agree ... and made my views well known back towards the leadup towards the announcement of this government mega project.

I also believe I mentioned something about a guarentee that this project would go over budget and be behind schedule.. and low an behold... guess what.

Reasons this project went over budget:

- all major government projects go over budget unless they are P3's, where a private business is handling the project.

Reasons this project is behind schedule:

- all major government projects finish behind schedule.

Government is the least efficient form of organization. In private enterprise the weak half all businesses go under or are taken over... in government the beaucracy continies through time... through the decades... and face very little acountability.

I will see if I can find my prodiction of this project... its magic.
