Yeah, this site is pretty tight. I don't really see a better way to provide the required accessible units, especially considering the explicit social goals of the developer (Heartland Alliance) to house disabled persons.
I agree, though, ground-floor units are really a bad idea on a huge street like Ashland, esp. in an area with lots of pedestrian traffic. I wouldn't want to be the guy in that ground-floor unit when Pitchfork is sending thousands of drunk 20-somethings down that sidewalk.
