The above is 100% nonsense. For years now, HFZ has been very clear about their plans, and their (very public) air rights transfers. They didn't spend $150 million in air rights and go through a gauntlet of public review for the hell of it. They aren't marketing the project as-is for the hell of it.
Also, I have no idea what you're talking about re. Bancroft building or your wacky allegation that developers like to exaggerate the size of their buildings to further enrage NIMBYs and politicans, just because.
