Tokyo Tower of Babel

According to Wikipedia'a Proposed_tall_buildings_and_structures
this is the tallest design for a tower.
Intended to be an arcology housing 30 million people, to take over a century to build and to cost 3 quadrillion Yen, the top is 10 kilometers high.
My question is, how would people significantly higher than the top of Mt. Everest breath?

They're going to pump pressurized air all the way to the top floors? Without losses? That should be a neat HVAC trick.

You have the pressure equipment on multiple levels near the top. It would basically have to be air tight anyway ay that altitude.
