Correct.
Most (all?) US great lakes ships are registered in Delaware for tax purposes, even though they have absolutely nothing to do with Delaware, and have never and will never visit Delaware ports. It's one of the most classic tax dodges out there.
And yes, as one of the 13 thousand footers on the great lakes, American Integrity is too big to fit through the Welland canal/seaway locks (740' Max ship length), and thus her hull will never taste salt water (and last decades longer because of it). She and her 12 super-ship sisters are forever "locked" in the 4 upper great lakes.
