It is not really overkill. For lots of niche areas the US Government is the defacto source of a standard. For example, Canada largely does not have guidelines for accessibility so it is common to refer to the ADA (Americans with Disabilities Act) to look for standards. Another example is for document management there is a standard that comes from the US Department of Defense that is widely used worldwide to define what features a document management system includes.

I suspect bollards fall into that category that there really is not another standard.

There were two specs quoted in the tender for the bollards :

US State Department and US Defense Department K12 rating OR ASTM F2656/F2656M M30/P1

Both are essentially the same and are designed to stop a 15,000 lb vehicle driving at 30mph in under 3 ft.

ASTM is a private agency like CSA or UL that tests and sets standards.

Police HQ RCMP investigation over. No charges coming due to lack of evidence. What a crock of shit.

Also sounds like the Canada Post mail processing investigation is over as well. Same deal.

The organized criminals win again.

The province's prosecutions service will not authorize any criminal charges related to Project Dalton, a lengthy RCMP investigation into the construction of the Winnipeg Police Service headquarters.

Manitoba Justice made the announcement in a press release Friday morning.

"After a comprehensive review of the legal issues and the foundational facts provided through the investigation, (the prosecution service) has concluded that there is not sufficient evidence to approve and criminal charges as there is not a reasonable likelihood of conviction," the press release said.

Capitalists are constantly breaking the law - labour law, environmental law, corporate law, constitutional law... They can just get away with it because the justice system is not on the side of everyday people and enough money will get you out of anything.

I was talking more about the context of this thread.

But since you brought it up - the MLCC publicly stated that they would not actively stop thefts as they occurred or attempt to stop thieves from leaving - yet they are caught off guard as the kids somehow learned how to read and use social media - and the robberies - gasp - increase!

Genius I know.

And 70% of the prison population that hasn't been convicted? Cool. But in order to go to jail, you need to be charged with a crime.

In the context of this thread, an investigation happened, and no charges were laid. Hence, no jail.

Rule of law or survival of the fittest. It's one or the other, take your pick.

I can be critical of the excesses granted to police but at the same time we have to give them their due... a city like Winnipeg would be unmitigated deadly chaos if there weren't cops to keep things in check.
