At a micro level, city by city, it makes sense to offer incentives in this way. As long as there's incremental value, offer as many tax breaks as you can.
There is definitely an argument to be made that a country as a whole is better off moving in a unified manner towards rejecting massive corporate welfare packages. If everyone had given the middle finger to Bezos it's not like he's going to cancel all expansion plans, he would just do so at smaller margins.

Problem is it requires everyone to be on the same page, and it would be pretty tempting for one city or politician to break from the group and screw everyone else over.

Quite seriously, in terms of telecom, the regime of China through its subsidiary Huawei has the world by the balls, with even Germany and almost all Europe accepting the participation of Huawei inside their telecom infrastructure, because apparently "there's no alternative", regardless of National Security concerns.

That shit Huawei coming from the Chinese Dictatorship that censures internet, let along their entire country, media/press, it is insane.

Yes, but there's no obligation to create 40k jobs, as detailed in the targeted incentives. It may be that Amazon ultimately expands as originally promised, but that's entirely speculative.

And moreover, the expansion was exclusive to Long Island City, which the city has been trying to develop as a tech-focused hub, with the proximity to Cornell Tech.
