With the new Central Library project on the move, would there be space for the Convention Centre expansion on the plot of land that the OLD Central Library is currently occupying?

Not unless it eats up Olympic Plaza on the way there.

On its own, no. Convention centers tend to need lots of continuous floor-space, and the Library footprint is relatively tiny.
